The Zaragoza Chamber of Commerce Reinvented: An Agile Strategic Plan to Lead Business Growth

The Zaragoza Chamber of Commerce is rolling out a plan to become a benchmark for business representation, growth, and internal collaboration. The Strategic Plan was defined participatively between January and May 2023, through nine sprints with a cross-functional team of 25 people, and is structured around four axes: Identity and Attributions; Business Growth and Progress; Profitability and Competitiveness; and Attractiveness (internal culture and external image)

From PQNO we accompany this process with a practical approach: a roadmap, a dashboard to visualize initiatives and progress, and an Agile project management dynamic to boost work without silos and focus on results. This model, furthermore, has allowed priorities to be adjusted on the fly and the plan’s horizon to be extended to 2027 to consolidate the changes.

Now we are in the key phase: the implementation support. The first two years have established solid foundations: greater customer orientation, improved profitability as a transversal criterion, and collaboration between areas. Close to 40% of the staff has already participated in projects linked to the plan, reinforcing a culture more oriented towards projects and evidence-based decision-making.

We work together with the Management Committee and the Directorate on strategic implementation (prioritization, monitoring, and decision-making), and together with the Strategic Committee and the staff on project implementation (deployment, metrics, and learning through sprints). The goal is to maintain the pace, measure impact, and ensure that each initiative contributes to the purpose and the four defined axes.

In synthesis: a living, measurable, and shared plan that converts strategy into daily management. We continue side-by-side with the Chamber so that every advance consolidates a more influential organization, useful for companies, and sustainable over time.
